Ultimate Captain America is making his return to the Ultimate comic page following the death of Peter Parker last year. Ultimates #13 will feature Cap with a whole new look courtesy of artist Billy Tan.
IGN talked with writer Sam Humphries about bringing Cap back after so long an absence:
“Out there in the wilderness, he’s been thinking about all the big issues, like, what am I doing acting like a superhero? What are my duties in the 21st century? Am I still a soldier? Why did I survive decades encased in ice? For what purpose? Am I living up to that purpose? At the same time, while he was absent from duty on his little vision quest, America fell apart. That’s got to weigh heavily on a man who wears the stars and stripes.”
This may be the most drastic redesign the Captain America character has ever had in any universe. Tan added:
“It’s my design based on Sam’s descriptions — WWII roots, Iraq War-style chest armor, cargo pants, boots… a very military look in Cap’s way. He probably has to hand paint the ‘A’ on the helmet himself since he doesn’t have the luxury of having S.H.I.E.L.D. painting him a perfect one.”

Lords of Kobal, that was a horrendous costume look for Captain America.
It’s those shoulder pads in the new look that draw most of this NerdBastards’ ire. If you want Cap to have a more military look, maybe draw from actual military field uniforms and body arm0ur used by American military forces.
One last nagging thing. Apparently Cap can paint perfect stars for his chest armour and shoulder pads, but can’t stay inside the lines when it comes to painting an “A” on his helmet.
